Statehouse started with a simple observation: every time a state legislature passes a new compliance requirement, licensing mandate, or funding allocation, it creates a business opportunity that most entrepreneurs never hear about until it's too late.
The problem isn't that the information is hidden — it's that it's buried. Oregon alone introduces hundreds of bills each session. Reading them all, understanding which ones matter, and figuring out who wins and who loses requires the kind of time that working founders don't have.
So we built a pipeline that does it automatically. Every week, we ingest the latest bills from Oregon and Congress, run them through a multi-stage AI analysis, and deliver the results as scored opportunity memos — complete with specific business ideas, competitive landscape research, and honest conviction scoring.

How the pipeline works
Bills enter our system from LegiScan and the Oregon Legislative Information System. A rule-based prefilter drops the obvious noise — memorials, renamings, procedural motions. Survivors go through AI triage, where we identify signal patterns like new compliance requirements, funding allocations, and phase-in deadlines.
Bills that score above our triage threshold get deep analysis: full opportunity memos with specific business models, revenue projections, competitive landscape assessments, and honest conviction scores. High-conviction opportunities get additional web research enrichment.
The result is a weekly digest that turns hundreds of bills into a handful of scored, actionable opportunities — the kind of intelligence that used to require a lobbyist or a team of policy analysts.
